The goal of the HSCLT is to preserve the historical heritage of the area by utilizing the tier system to give priority to the residents in West Winter Park that are:

• First time home buyers
• Former residents
• Renters currently living in West Winter Park
• Other residents
• *Displaced residents from

Denning Drive
Webster Avenue
New York Avenue
Fairbanks Avenue

Applicant Priority System -  

*10 points  =   Current & former West Winter Park residents displaced from residency on
Denning Drive, Webster Avenue, New York Avenue, or Fairbanks Avenue
as a direct result of the Canton Avenue apartments or other Community Redevelopment
Agency (CRA) redevelopment within 15 years of the date of the application.

*9 points     =   Current or former resident of West Winter Park

*8 points     =   City of Winter Park employee

*7 points     =   Orange County Public School employee at a Winter Park school

*5-6 points =   Current or former resident of Winter Park

*3-4 points =   Current of former resident of Orange County

*1-2 points =   Total household income and household size
                           2 points = Very low (50% average median income (AMI)
                           1 point   = Low (80% average median income (AMI)

Points for a particular preference category may not be awarded more than once per household.  Only one
of the four categories marked with an “*” may be used to award points.
